CONFERENCE OF THE SOUTHEASTERN AAAA ATHLETIC CONFERENCE
ARTICLE I: NAME AND OBJECTIVES
Section I: Name.
This organization shall be called the Southeastern AAAA Athletic Conference.
Section II: Objectives
- 1. To provide athletic programs which operate under the rules and regulations of the North Carolina Department of Public Instruction and the NCHSAA Handbook?
- 2. To administer a wholesome educational interscholastic athletic program which emphasizes discipline, safety, fair play, good sportsmanship, and high academic standards?
- 3. To enact policies which will make for general understanding and smooth operation of athletic contests?
- 4. To develop procedures which will aid in resolving internal problems among the members of schools.
- 5. To facilitate conference scheduling and the establishment of common standards to be used in the conduct of athletic events.
- 6. To give member schools a collective voice in matters of common interest.
- 7. To promote a high level of athletic competition, respect, and understanding among the member schools.
- 8. To provide procedures for the publicizing of athletic contests, the results of these contests and the school standings in all sponsored sports.
- 9. To promote athletics as a vital part of the total education of all students. (Students are involved as team members, spectators, facilitators and administrators in athletic events.)
- 10. To set standards for and expectations of good sportsmanship for players, coaches, officials, and administrators and spectators.
ARTICLE II: MEMBERSHIP
Section 1: The membership of the Southeastern AAAA Conference shall consist of the following schools:
Hoke County High School Richmond Senior High School
Lumberton Senior High School Scotland High School
Pinecrest High School Purnell Swett High School
Section 2: Each school should have a full comprehensive athletic program. The member schools, prior to each school year, shall determine the teams that form a full comprehensive athletic program.
Section 3: New schools may be added to the conference if they are members of the NCHSAA, they accept this constitution.
ARTICLE III: GOVERNING BODY
Section 1: An administrative board shall determine policies and procedures of the conference.
Section 2: The administrative board shall consist of six members, one member selected by each member school.
Section 3: The chairperson of the administrative board shall be a non-voting member of the board elected by a simple majority of the six voting members of the administrative board.
Section 4: Voting on policies and procedures shall be carried by a 4-6 vote by the majority of the member schools. Changes in the constitution shall require a unanimous vote of member schools. Business may not be conducted unless all member schools are represented.
Section 5: Each member school will be assigned sports programs for which that school will be responsible. These responsibilities will include:
- 1) Pre-Season coaches meetings are not required but may be held at the request of the sport specific athletic director.
- 2) Call a coaches meeting and meet with the coaches at the end of the season to determine conference champions, set up conference tournaments, to get feedback from coaches on problems which the Administrative Board will need to address, and to determine All-Conference teams.
- 3) Serve as coordinator between the conference and the officials' booking agent for the assigned sports.
- 4) Prepare schedules in assigned sports based on the adopted conference plan.
- 5) Report to the Administrative Board season results, All-Conference teams, and solutions to problems that the Board will need to act upon
- 6) Provide help to the sponsoring school in organizing and conducting conference, regional, and state championships in the assigned sports.
- 7) A member school shall be fined $25.00, to be paid to the Southeastern AAAA conference treasurer, if the school does not have a school representative at the post season coaches' meeting. An invoice and letter will be sent to the violating school.
ARTICLE IV: CHAIRPERSON
Section 1: The duties of the chairperson shall be as follows:
- 1) To prepare an agenda for each meeting.
- 2) Keep minutes of all conference handbooks that are approved by the Administrative Board.
- 3) Make changes in conference handbook that are approved by the Administrative Board.
- 4) Maintain financial records of all conference funds. Provide a financial statement at each conference meeting.
- 5) Call a special meeting as the chairperson determines the need or when three member schools request a called meeting. Special called meetings may only act on agenda item for which the special meeting was called.
- 6) Notify member schools of the time and location of all regular and called meetings.
- 7) Serve as nonvoting chairperson of any protest.
- 8) Purchase, with the approval of the Administrative Board, awards, certificates, trophies, plaques, and other supplies needed to support the programs sponsored by the conference.
Section 2: The chairperson shall be elected for a two year term at the May meeting.
ARTICLE V: PROTEST COMMITTEE
Section 1: The Protest Committee shall be composed of three members from member schools not involved in the protest. The chairperson of the conference shall select these three members by a random draw.
Section 2: Each party involved in the protest shall present their case to the committee. After the presentations the committee will determine the merits of the protest by a majority vote.
Section 3: The ruling of the Protest Committee shall be final with no further appeal.
Section 4: The protest Committee shall not overrule a decision base solely on the judgment of an official.
Section 5: A school shall pay a $100.00 fee when it files a protest. If the protest is upheld for the school the fee shall be refunded.
General Section of Southeastern AAAA Handbook
Section 1: If conflict arises with rules or regulation from various governing bodies under the Southeastern AAAA Athletic Conference must abide, listed below will be order in which preference must followed:
- North Carolina Department of Public Instruction.
- North Carolina High School Athletic Association.
- National Federation of High School Athletic Associations Rule Book for the sports involved.
- Southeastern AAAA Handbook.
Section 2: The following is a listing of sports to be recognized by the conference. Sports may be added or deleted this list by a majority vote each year in the August meeting

Section 3: Conference Dues
- Each conference school will pay a one time start-up dues of $500.00
- Dues are payable by September 1st 2009.
- All gate receipts from conference tournaments will be sent to the conference chairperson and to be used for operating the conference.
- The conference will start each year with a $3000.00 operating budget.
- All monies at the end of the year will be split 6 ways leaving $3000 for start-up.
Section 4: Expenses
The Conference dues will cover the following expenses:
- 1. Awards: ( trophies, plaques, certificates,)
- 2. Operating supplies: ( telephone, mailings and supplies)
- 3. Directors and of the conference meet.
- 4. Secretarial help.
Section 5: Admission to athletic events.
The conference will charge the following admission prices.
- 1. Varsity Football $6.00
- 2. Varsity, JV, and Freshmen Basketball, Soccer, Softball, Wrestling, Volleyball, and Baseball $5.00
Section 6: Conference Tournament.
Guidelines for the Southeastern AAAA Conference Tournaments:
- Team sports that will use the following format. Volleyball, Soccer, Basketball, Softball, Baseball.
- Play all individual games at higher seed.
- 1 and 2 seeds received a first round bye.
- 6 @ 3 and 5 @ 4 will be the first round.
- 2nd Round games will be played at the # 1 seed.
- Championship game will be played at the remaining high seed.
- For seeding purpose, all ties will be broken using the NCHSAA format.
- Days of the week: Basketball Girls: M, W, F Boys T, Th., and F. All others: M, T, and Th.
Section 7 Conference passes.
- 25 tickets will be issued for all Varsity Football games.
- Extra may be requested by the AD.
- All schools will honor state passes, media, and NCHSAA coaches pass.
- AD may request a pass list to be posted at the door of all other events.
- Their will at least 25 sideline passes issued to each team for varsity football. They are to be worn during the game and must be visibly seen.
Section 8 Awards and Recognition:
- 1. Conference President will have all trophies in hand at the first AD meeting of the year to
be distributed to the AD's in charge.
- 2. AD in charge will be on hand to present the Conference Tournament champion its team
trophy. Or make arrangements with hoist school.

Section 9: All School Sports Awards
- 1. A point system which gives the first place school 6 points, 2nd 5 Points, 3rd 4 Points, 4th 3 Points, 5th 2 points, and 6th 1 Point will be used to determine the winner of the All Sports School Award.
- 2. The school receiving the highest average score on ballots from each team's head coach will receive the Southeastern Athletic Conference Sportsmanship Banner. The banner will stay with that school to be displayed permeate.
- 3. All Co Champs. And Tri. Champs will receive team awards.
- 4. The school with the most points for men's and women's sports including advancement points will receive a Wachovia Cup.
- 5. The school receiving the highest average score on ballots from each team's head coach will receive the Southeastern Athletic Conference Sportsmanship Cup. The cup will travel annually to the winning school.
Section 10: The press, other news media, and the PA announcer
- 1) Radio and TV broadcasts shall be limited to three people in the press box.
- 2) Stations must secure permission from the host school in advance to televise or broadcast a conference game.
- 3) If the host school charges a fee, this fee will be the same as covered by the NCHSAA Handbook.
- 4) Dressing rooms in all sports are closed to everyone except players and coaches.
- 5) All-Conference selections will not be released to the media until after the last conference team has been eliminated.
- 6) The PA announcer should be impartial and have a cooperative attitude toward the officials. He/she should treat the visiting school as a guest and not as an opponent.
- 7) An announcer should:
- a. Know the personnel of both teams.
- b. Give only the essentials after each play is completed.
- c. Give the down and yardage to gain before each play.
- d. Keep statements short and to the point.
- e. See that the game goes off smoothly.
- f. See that the game is used to build good will between schools and committees.
- 8) An announcer should not:
- a. Predict a play before it is run.
- b. Second-guess an official decision.
- c. Appeared to be alarmed over an injury of a player.
- d. Criticize an official's decision.
- e. Try to give too much detail of a play.
- f. Second guess anyone.
- 9) The press must have permission from the head coach before talking to players or
Assistant Coaches.

Section 12: Officials
- 1. All officials used for Varsity and JV contests shall be assigned by the booking agent assigned to the conference by the NCHSAA.
Section 13: Dressing rooms and security:
Each school should be responsible for their own team, cheerleader's, band, and coaches valuables at both home and away games. The visiting team should take care of their dressing room and clean it up if any excessive mess is made by their team. No one should write on walls, floors or doors of a dressing room.
1. Assign someone from your school to check the dressing room after the game to make sure good care has been taken of the room and that none of your team has left any equipment.
2. Do not hang around after the game. Bring your team home to celebrate
3. Host school is responsible for securing the locker room doors.
4. Adequate and secure dressing rooms should be providing for officials.
Section 14: Forfeiture of Athletic Contests: After a conference review the following fines may be leaved.
Football $5000 per away game.
Basketball, Baseball, Soccer, and Softball $1000 per away game.
